In 2003, an FBI-led task force known as Operation Fly Trap attempted to dismantle a significant drug network in two Bloods-controlled, African American neighborhoods in Los Angeles. The operation would soon be considered an enormous success, noted for the precision with which the task force targeted and removed gang members otherwise entrenched in larger communities. In Operation Fly Trap, Susan A. Phillips questions both the success of this operation and the methods used to conduct it. Based on in-depth ethnographic research with Fly Trap participants, Phillips’s work brings together police narratives, crime statistics, gang cultural histories, and extensive public policy analysis to examine the relationship between state persecution and the genesis of violent social systems. 



Crucial to Phillips’s contribution is the presentation of the voices and perspectives of both the people living in impoverished communities and the agents that police them. Phillips positions law enforcement surveillance and suppression as a critical point of contact between citizen and state. She tracks the bureaucratic workings of police and FBI agencies and the language, ideologies, and methods that prevail within them, and shows how gangs have adapted, seeking out new locations, learning to operate without hierarchies, and moving their activities more deeply underground. Additionally, she shows how the targeted efforts of task forces such as Fly Trap wreak sweeping, sustained damage on family members and the community at large. Balancing her roles as even-handed reporter and public scholar, Phillips presents multiple flaws within the US criminal justice system and builds a powerful argument that many law enforcement policies in fact nurture, rather than prevent, violence in American society.

A probing examination of misguided legal policies and procedures

My first read of Dr. Phillips' "Operation Fly Trap" has left me pondering the guiding rationale and unintended outcomes of law enforcement policies aimed at deterring crime. The book explores what happens to community cohesion when law enforcement agents penetrate and distort the delicate interdependency among law violators. Phillips does a superb job of "zooming in" on the lives of key players whose apprehension and arrest lead not to the eradication of crime but rather to the erosion of social capital. Phillips skillfully weaves the unique, sometimes misunderstood, often adversarial perspectives from both the law violator and the law enforcer. The compelling personal narratives of criminal and cop make "Operation Fly Trap" a fascinating study for generating and informing conversations about policy, procedures, formal sanctions, and informal social control networks.

MY THOUGHTS ON OPERATION FLY TRAP

When reading this book you can feel everything that is being read. When you are reading the book at first you don’t feel it but you are in suspense throughout the rest of the book. As you are reading the book you can imagine everything that is happening, if you are familiar with the area. Drugs, gangs, violence, and blood have always been a big part of the crimes in Los Angeles area, and still continue to be a problem. Susan A. Phillips does an outstanding job taking us through the streets of LA and confirming things that we have always heard, that are terrifying sometimes. I can say that if you want to know more and read more of plans and operations that have been done by our police, even if some are corrupted or not, this is a book you must read. I can go on and on but will probably spoil the book for you. I can tell you that if you are going into the criminal justice field, this is a book you must read, especially if you know the area and know and hear about corrupted police that take justice into their own hands. It also tells us about families that have been destroyed due to problems and crimes happening in or around our community. It also tells us how the FBI got involved and helped in the crime rate being less than before.

This quote stands out to me because even though we see gangsters as bad people we still have respect for them. They have been through many more things that gangsters these days have gone through. I personally respect all kinds of gangsters. They fight for territory and for respect. I wouldn’t want to be part of any kind of fight with any gangster.
The book has opened up my eyes, and I see police in a different way. Yes some police officers are corrupted and take the law into their own hands, which is not right, but there are a lot of officers that want what is best for the community. They are here to protect us and to serve, but sometimes people, regular people like you and me, don’t understand that and always see them as the bad guys. My Best connection with the book was when a family was destroyed. I have had my family destroyed due to police activity, but I still believe that many police officers are here to help and want nothing but the best for us. We can't say that officers just work for a paycheck, some don't get paid enough for everything they o or us.
